	MUST SERVICES: The American Red Cross will provide: Nationwide Disaster planning, preparedness, community disaster education, and mitigation; Prompt relief to victims of major disasters; Emergency communications and supporting social services that enable those with family members serving in the US Armed Forces to resolve family emergencies; Opportunities to support the International Red Cross Movement and Fundamental Principles; and International tracing services. SHOULD SERVICES: The American Red Cross will be the leading provider of: Prompt relief to victims of single family disasters; Access to emergency financial assistance for members of the US Armed Forces and their families; First Aid and CPR education and training; Life guarding, Swimming and Water Safety education and training; HIV/AIDS prevention education; Mission-related care giving for the elderly and other priority groups; Information and training on International Humanitarian Law (IHL); And Chapter support for blood donor recruitment, blood collection, and community education in areas of American Red Cross Biomedical Services activity. SINGLE FAMILY DISASTERS: The American Red Cross will increase the number of people and communities served by its response to single family disasters. BIOMEDICAL SERVICES: The American Red Cross will set the standard of excellence in the provision of a high quality and cost-effective supply of blood, plasma, and tissue services in a consistent and reliable manner while continuing its commitment to research and development. VOLUNTEER INVOLVEMENT: The American Red Cross will enhance and sustain quality volunteer involvement in effective governance, management, and service delivery. HIGH PERFORMING AND DIVERSE STAFF: The American Red Cross will foster high-performing and diverse paid and volunteer staff who effectively deliver its products and services to an increasingly diverse American public. FINANCIAL SUPPORT: The American Red Cross will develop sufficient financial support to deliver mission-related services to people in need.
